What is a Bill, and when does it become a law?

In India, a Bill is a proposed law.

How does a Bill become a law? 

It has to be passed by the Lok Sabha, then the Rajya Sabha, and then confirmed by the President, before it becomes a law.

What is an Act? 
In most countries, a Bill, once it becomes a law, is called an Act.

What is the difference between a proposed law (Bill) and a law? 
A proposed law is something that someone wants to make into a law. It does not have to be followed by the citizens until it becomes a law. Every country has wise people who discuss all such proposals and then decide whether the proposal should become a law or not. Once the Bill clears the entire process, it becomes a law. Then, all of us must follow it.
